Proposed development cost charge bylaw updates head back to council table
Mayor is asking council to reconsider the recent decision to defeat the proposed updates at second reading.
Revelstoke mayor Mark McKee is using a special resolution to bring the recently defeated Development Cost Charge Bylaw updates back to the council table.
Under section 131 of the Community Charter a mayor may require council to reconsider and vote again on a matter that was the previous subject of a vote. Charter rules state the consideration can be initiated within 30 days following the meeting where the vote took place. Council defeated a motion to approve the DCC bylaw update on second reading at its regular meeting on Sept. 5.
Council is being asked to re-consider second and third readings of the proposed DCC bylaw update. A previous report to council, dated Aug. 30, included two major changes to the bylaw and background report. The first was based on council’s direction for deferral of several projects based on uncertainty around timing. The report stated deferral of these projects would be based on anticipation they would be considered during a future major DCC bylaw update. The second was the reduction of the municipal assist factor for sanitary sewer projects with the factor starting at 50% and reducing to 40% over five years.
Revelstoke city councillors will discuss the reconsideration at the regular council meeting on Tuesday, Sept. 18 at 3 p.m.
