Big new housing development proposed for Arrow Heights

Early plans for a large proposed housing development in Revelstoke’s Arrow Heights neighbourhood have been made public for the first time.

Word-of-mouth news of the development has been building in the community for for the past several weeks.

The rezoning application for the ‘MacKenzie Landing’ concept on Nichol Road was revealed in public on the Revelstoke Advisory Planning Commission’s Feb. 4 agenda. (See the entire application document embedded at the bottom of this story.)

Revelstoke-based developer David Evans says this is the first stage of the process, and he’s proposing rezoning the property to a mixed-use development zone.

“The current zoning of the property is for single family lots, of which there is limited demand for in town at the moment,” Evans said.

“There’s obviously a lot of those available that have been on the market for some time. What isn’t on the market is readily available new, good quality housing at what we consider to be affordable pricing.”

Evans is also the proponent of a tree house hotel proposal for near the Revelstoke Mountain Resort base.

The development space is 35 acres, situated along Nichol Road between Hay Road and the Arrow Heights Elementary School.

The developer proposes a combination of townhomes and varied unit sizes, plus small commercial businesses on the lower floor.

Evans, who has been in Revelstoke for about seven years, says there is nothing like this in town and is confident it’s a viable concept.

“We are looking to provide what I think is a gap in the market, which is affordable in the sense that they are smaller spaced and maybe higher density dwellings of good quality that will hopefully attract buyers that will want to come to Revelstoke for recreation, retirement, or young families,” Evans said.

“The current housing stock is very difficult. It requires an awful lot of work and an awful lot of money put into it.”

The rezoning application calls for hundreds of units in a long-term plan, including freestanding homes, duplexes, four-plexes, row houses, apartment-style buildings and mixed commercial/residential buildings.

The Feb. 4 advisory planning commission was the first step in a rezoning process, which is in itself the first step in a larger development approval process.
