Consultant to study fixes to tangled Victoria Road intersections
The City of Revelstoke has shortlisted finalists in their search for an engineering consultant who can design solutions to two of Revelstoke’s most troubled intersections, including the infamous intersection next to Tim Hortons and the Townley/Fourth/Victoria intersection.
The City of Revelstoke is poised to hire an engineering consultant who can slice through Revelstoke’s Gordian Knot of traffic woes: the Mutas Loop intersection at Victoria Road near the Trans-Canada Highway.
Earlier this year, the city put out a request for proposals (RFP) to upgrade this busy intersection, as well as the one at the junction of Victoria Road, Fourth Street and Townley Street. Both of these projects are required to keep up with increasing traffic volumes and are identified in the City of Revelstoke 2015–2019 Financial Plan with construction of the Trans-Canada project tentatively scheduled for late 2016.
And with the new Petro Canada/Starbuck’s Coffee facility construction significantly underway, it seems the intersection will only come under increasing stress in the near future.
The RFP received bids from three companies: R.F. Binnie & Associates Ltd, McElhanney Consulting Services Ltd, and MMM Group Ltd. While the cost of the final project is unknown, the lowest bidder, based on conceptual component estimates, was the Kamloops-based McElhanney Consulting Services Ltd, which city staff have recommended to use.

“All three proponents have proposed experienced teams capable of delivering the project, and have shown good experience in projects dealing with roundabouts and interactions with provincial highways,” a city report stated.
“McElhanney’s cost was significantly lower than the other two proposals, but is close to staff’s budget expectations for these portions of the work.”
Councillors will vote on this at Tuesday’s Nov. 10 city council meeting on which proponent to select.
