Revelstoke’s CAO Tim Palmer announces retirement

He’s served 23 years in the public service for a variety of communities with the last four years as chief administrative officer for the City of Revelstoke and now Tim Palmer has announced his retirement.

During his time for Revelstoke, he’s focused on fiscal initiatives to reduce debt and build reserves. He restructured city hall, merging the planning and engineering departments to improve interactions for customers and reduce staff numbers and therefore costs, said a Feb. 13 City of Revelstoke press release.

Councillor Linda Nixon said Palmer created a tremendous leadership team.

“He has streamlined the organization and has the unique ability to bring highly dedicated and qualified people to the city’s team. The City of Revelstoke is a unique community with unique challenges and Tim has helped us accomplish a great deal,” she said in a statement.

His retirement is not a surprise and several events over the years may have contributed to its timing.

His 2013 renovation of city hall ran aground a few months after it started when the city ran into budget issues. The downstairs of city hall remains empty and work is still ongoing.

In the weeks before last year’s election in November, Palmer suspended the city’s director of economic development, Alan Mason. It was unexpected and council hastily reversed the decision after a backlash, and the city issued a public apology about the affair.

Mayor Mark McKee has clearly supported Mason since winning the election. Recently, Palmer has not been present at the last two regular council meetings.

Despite Palmer’s retirement plans from the City of Revelstoke, he won’t be at a loose end. Nixon says he has plenty of ties in the local communities.

“I know he will be kept very busy mentoring young professionals and I know how he will be in demand as a consultant by many communities, and as a member of many boards and committees,” Nixon said.
